I want to be able to two numbers, any combination of the base of the output, then the answer must be given in each base. Is there some kind of online tool to do?

It may be useful to examine how a simulator code, such as whether you want a custom tool like this. You want to start in May in a language like Python or Ruby (see links below). Both are intuitive and start the program, and you can quickly see the results.
